The Jammu & Kashmir State Vigilance Commission Act, 2011 was enacted on 24th January, 2011, to provide for constitution of the State Vigilance Commission, with the mandate to inquire or cause inquiries/investigation to be conducted into offences alleged to have been committed under the Prevention of Corruption Act, Samvat 2006, by public servants, corporations established in the State or under any Act of the Parliament or the Act of State Legislature, Government Companies, societies and local authorities owned or controlled by the Government and for matters connected therewith or incidental thereto. The Commission became functional with effect from February 2013 after appointment of first Chief Vigilance Commission Shri Kuldeep Khoda and Vigilance Commissioners Shri R.K. Jerath and Smt. Gous-ul-Nisa Jeelani.

With a view to combating corruption and corrupt practices by public servants, the Commission has adopted a multi-pronged strategy, which comprises punitive, preventive and participative vigilance. These measures are complimentary to one another and constitute important elements towards the avowed objective of tackling the menace of corruption.

The Head Quarters of the Commission as notified by the Government vide SRO No. 337 Dated 22.07.2013 shall be at Srinagar (from May to October ) & Jammu (from November to April).
